MONTGOMERY COUNTY BOARD OF COMMISSIONERS REGULAR MEETING SEPTEMBER 2, 2008
The Montgomery County Board of Commissioners held their regular meeting on Tuesday, September 2, 2008 at 9:00 am. Members present were Brandon Braddy, Mark Burns, Clarence Thomas, Charles Truett and Ronnie Smith. Chairman Truett called the meeting to order. Invocation was led by Commissioner Thomas followed by the pledge to the flag. The agenda was amended to include under new business the sale of .08 acre of county owned property, payoff of debts and tractor quotes; a jail report under old business; and the annual Forestry Report under reports on a motion by Commissioner Burns, seconded by Commissioner Braddy. Motion carried The minutes were approved as corrected on a motion by Commissioner Braddy, seconded by Commissioner Smith. Motion carried. Appearing before the Board was Tommy Faircloth asking for a mobile home variance. Mr. Faircloth has a 1994 home he wants to move into the county to connect with an existing building for family gatherings. Mr. Faircloth’s request was denied. Terri Smith appeared before the Board to explain that the Traylor Contract was a renewal of the previous one for the personal property valuations. They can do only so many businesses a year but the contract has to be renewed. The Board agreed to sign the new contract on a motion by Commissioner Smith, seconded by Commissioner Braddy. Motion carried. Commissioner Burns abstained from voting. Mel Kelly gave an EMS report. Mr. Kelly reported that August was a busy month. Becky Moon of the Chamber reported that two students from Montgomery County were in the Youth Leadership Class. Ms. Moon reported of upcoming events. Administrator Curry reported that 252 hours had been put on the machines. Highway 227 is being resurfaced under LARP program. Mr. Curry reported that he had attended a DOT meeting and told the Board how the state was cutting back on funding for county road projects and that the county will have to put more funds into its projects. Randy Mosley gave the Board an Annual Forestry Report. Commissioner Braddy left the meeting for the jail phone conference at this time. On a motion by Commissioner Smith, seconded by Commissioner Thomas the Board appointed Gwen Rivers to the DFACS Board. Motion carried. After a request for satellite TV at one of the recycling centers Commissioner Smith made a motion to allow it. The motion died due to lack of a second. There is .08 of an acre of land in Ailey that the county owns due to a tax sale in 1995 and Charles Clark, who owns the land adjacent to this property, would like to purchase it. On a motion by Commissioner Smith, seconded by Commissioner Burns the Board agreed to sell it for $2,500.00 or best price over that after Macky checks on the procedures for selling this property. Motion carried. Commissioner Braddy returned to the meeting at this time and reported that the preliminary work is in progress and everything looks good on the jail. The Board will meet later this month to get the county’s part ready for the meeting in Atlanta. After discussing the closing of a portion of Stacy Road, the Board agreed to close the part from the branch to Old River Road, subject to confirmation from Macky on the legalities, on a motion by Commissioner Braddy, seconded by Commissioner Smith. Motion carried. The property owners who want this road closed will have to pay all cost. On a motion by Commissioner Braddy, seconded by Commissioner Smith the Board agreed to pay off the debts of the County Agent Office, the ambulance, and the property re-val from the SPLOST fund. This will total $221,045.00. Motion carried. Administrator Curry had a quote on a 6130 front wheel drive John Deere tractor for $10,871.00 a year on a three year lease. More quotes will be gotten. In comments, Commissioner Smith wanted everyone to know that the insurance premium rollback money came from life insurance not homeowners insurance. Commissioner Burns said he was not happy with the grass cutting. They decided that three tractors should be cutting. Robert Wheeler and Commissioner Braddy will get together to get the web site changed to government domain. On a motion by Commissioner Burns, seconded by Commissioner Braddy the Board went into Executive Session to discuss personnel. Motion carried. On a motion by Commissioner Smith, seconded by Commissioner Braddy the Board came out of Executive Session. Motion carried. There being no further business, the meeting was adjourned on a motion by Commissioner Braddy, seconded by Commissioner Smith. Motion carried.
MONTGOMERY COUNTY BOARD OF COMMISSIONERS CALLED MEETING SEPTEMBER 8, 2008
The Montgomery County Board of Commissioners held a called meeting on September 8, 2008 at 1:00 pm. The purpose of the meeting was to transfer property for the new jail to the Development Authority. Members present were Brandon Braddy, Mark Burns, Clarence Thomas, Charles Truett, and Ronnie Smith. Chairman Truett called the meeting to order. After receiving a letter from the County Attorney stating code section 36-9-3 that the county can legally sell property that was acquired through a tax sale, the land will be offered to Mr. Clark. A resident of Green Thigpen Road wants the portion of property that was left after the road was realigned so it would intersect with Highway 221 at a right angle when it was paved. The question is does this go back to the Johnson’s whose property was taken to do the realignment. On a motion by Commissioner Smith, seconded by Commissioner Thomas the Board agreed to offer it back to the Johnson’s pending clarification from the County Attorney. Motion carried. On a motion by Commissioner Braddy, seconded by Commissioner Smith the Board agreed to convey the new jail property to the Development Authority. Motion carried. There being no further business, the meeting was adjourned on a motion by Commissioner Braddy, seconded by Commissioner Smith. Motion carried. |
