MONTGOMERY COUNTY BOARD OF COMMISSIONERS

REGULAR MEETING

OCTOBER 2, 2007

The Montgomery County Board of Commissioners held their regular meeting on Tuesday, October 2, 2007 at 9:00 am.  Members present were Brandon Braddy, Mark Burns, Clarence Thomas, Charles Truett, and Ronnie Smith.

Chairman Truett called the meeting to order.  The invocation was led by Commissioner Braddy, followed by the pledge to the flag.

The agenda was amended to move Environmental Health District Director Mark Harden from new business to appearances on a motion by Commissioner Smith, seconded by Commissioner Thomas.  Motion carried.

The minutes were amended to omit a few words and change the spelling on Terry O’Brien’s name.  The minutes were approved as amended on a motion by Commissioner Smith, seconded by Commissioner Braddy.  Motion carried.

Terri Smith, Tax Assessor, appeared before the Board to ask for help on the building permit ordinance.  The Board will review this ordinance and Ms. Smith will attend the November meeting.

Marionette Scott of Pecan Orchard Plantation appeared before the Board to ask for permission to conduct tours of the courthouse while conducting historical tours of the county. These tours will be twice in the fall and twice in the spring.  Commissioner Smith made a motion, seconded by Commissioner Thomas to allow these tours and to write a letter to be sent to all offices in the Courthouse to ask for assistance and cooperation in this matter.

Mark Harden, District Director of Environmental Health appeared before the Board to ask the Board to adopt the new fees for the Environmental Health Services.  The Board adopted these fees on a motion by Commissioner Smith, seconded by Commissioner Braddy.  Motion carried.

Johnny Clifton, Development Authority Director, reported that a new restaurant will open this month in Mt. Vernon.  Mr. Clifton reported on one prospect, a company that needs a 2500 – 3000  square foot building.  Mr. Clifton showed the Higgston property twice this month.  Mr. Clifton reported on other events he had attended and on upcoming events.

Debbie Evans of Toombs Montgomery Chamber reported the chamber just signed a license agreement to build a new data base and website.  Ms. Evans reported on upcoming events.

Trawick Curl, Road Superintendent reported that all roads had been graded and they were pulling the ditches.  There were 236 hours on the machines.

In old business, another member will be appointed to the Tax Assessors Board next month.

The nuisance ordinance was tabled until Macky could obtain a copy of the new ordinance he has drawn up.

Doris Smith from the Health Department informed the Board that she is taking a medical leave of absence for an indefinite period of time.  There will not be a Registered nurse at the Health Department unless the District sends someone.  Chairman Truett will get in touch with the District to ask for assistance.

The land swapping for the jail has been completed.  Croft Enterprises will do the environmental assessment on the property.  On a motion by Commissioner Braddy, seconded by Commissioner Smith the Board agreed to authorize Deed Commissioner Thomas to deed the property to Municipal Corrections Montgomery LLC.  Motion carried.  Terry O’Brien of Municipal Corrections will look at the property today.

On a motion by Commissioner Braddy, seconded by Commissioner Smith the Board agreed to cut a door from the Magistrate’s Office to the Old Tax Commissioner’s Office so the Magistrate can use both of these offices.  There was previously a door there.  Motion carried.

The Board announced the receiving of a $500,000.00 CDBG for the paving of Southland Drive.  The County will have to do some drainage work.

The Board signed the Ram O’Neal Road paving contract with D.O.T. on a motion by Commissioner Braddy, seconded by Commissioner Smith.  Motion carried.  The cost of paving this road is $44,533.00.  In dollars, the County’s portion will be $28,000.00 minus in kind work which includes the permits, grassing, and grading the existing road.

Commissioner Smith made a motion to accept Annette Holton’s offer to give the county a road.  There was no seconded so the motion died.  The Board will send the residents of this road a letter explaining why this road was not accepted.

The heat pump at the Library needs replacing before cold weather arrives.  The cost will be between 4 & 6 thousand dollars. The Board received a 50/50 split grant with the Georgia Public Library Service.  Commissioner Smith made a motion, seconded by Commissioner Burns that the county’s part be borrowed from SPLOST and repaid.

The Board adopted the nuisance ordinance on a motion by Commissioner Thomas, seconded by Commissioner Braddy.  Motion carried.

In comments, Chairman Truett stated now that the school board has set their milage rate, the Commissioners can prepare to adopt their 2008 budget.

Commissioner Smith asked if the Board could send a letter to the Board of Education requesting they have a forensic audit.  Attorney Bryant recommended that the Board not do this as a Board but each commissioner could as an individual.

There being no further business the meeting was adjourned on a motion by Commissioner Braddy, seconded by Commissioner Thomas.  Motion carried.

 

MONTGOMERY COUNTY BOARD OF COMMISSIONERS

SPECIAL MEETING

OCTOBER 10, 2007

The Montgomery County Board of Commissioners held a special meeting on Wednesday, October 10th at 12:00 noon.  The purpose of the meeting was to discuss the Brewton Parker industrial revenue bond.  Members present were Brandon Braddy, Mark Burns, Clarance Thomas, and Charles Truett.

Chairman Truett called the meeting to order and Commissioner Thomas led the invocation.

Reid Threlkeld reported to the Board on the industrial revenue bond for Brewton Parker College.  The county or development authority will have no liability for this bond.  On a motion by Commissioner Thomas, seconded by Commissioner Braddy the Board signed the bond resolution.  Motion carried.

The Board discussed the road offered by Annette Holton.  Attorney Bryant will write a letter to be sent to Mrs. Holton describing her violation of the subdivision ordinance.  A copy of this letter will also be sent to the property owners on this road.

Administrator Curry presented a quote for disability insurance for employees from Guardian.  The Board will wait for more quotes.

The Board agreed to remove the county’s federal tax id number from the first responder’s bank account.

On a motion by Commissioner Burns, seconded by Commissioner Braddy the Board went into Executive Session.  Motion carried.

On a motion by Commissioner Braddy, seconded by Commissioner Burns the Board came out of Executive Session.  Motion carried.

On a motion by Commissioner Thomas, seconded by Commissioner Burns the Board accepted County Services Coordinator David Herrin’s resignation effective immediately.  Mr. Herrin will receive two weeks separation pay.  Motion carried.

There being no further business the meeting was adjourned on a motion by Commissioner Braddy, seconded by Commissioner Thomas.  Motion carried.

 

MONTGOMERY COUNTY BOARD OF COMMISSIONERS

WORK SESSION

OCTOBER 17, 2007

The Montgomery County Board of Commissioners held a work session on Wednesday, October 17, 2007 at 12:00 noon.  Members present were Brandon Braddy, Mark Burns, Clarence Thomas, and Charles Truett.

The Board discussed how the County Services Coordinator’s duties will be handled until someone else could be hired to fill this position.  Sheriff Sanders will act as interim EMA Director.  Johnny Richardson has been asked to perform the mobile home inspections and will get back with the Board soon.  Commissioner Smith will be asked to oversee the fire departments coordination.

The Board will get an intergovernmental agreement with the cities.

On a motion by Commissioner Braddy, seconded by Commissioner Thomas the Board adopted a resolution honoring Mr. Max Thigpen who is retiring from his barber business after 50 years of service.  Motion carried.

Jimmy Braddy will continue holding the first responders meetings each month until a new County Services Coordinator can be hired.

There being no further business the meeting was adjourned on a motion by Commissioner Braddy, seconded by Commissioner Thomas.  Motion carried

BUDGET HEARING

OCTOBER 24, 2007

 

The Montgomery Board of Commissioners held a budget hearing on Wednesday, October 24, 2007 at 1:30 pm.  Members present were Brandon Braddy, Mark Burns, and Charles Truett.

No one attended the hearing.
