MONTGOMERY COUNTY BOARD OF COMMISSIONERS
REGULAR MEETING
April 3, 2007


The Montgomery County Board of Commissioners held their regular meeting on Tuesday, April 3, 2007 at 9:00 am.  Members present were Brandon Braddy, Mark Burns, Clarence Thomas, Charles Truett, and Ronnie Smith.

The meeting was called to order by Chairman Truett.  Commissioner Braddy led the invocation, followed by the pledge to the flag.

The agenda was amended to include Lee Malan of Secure Tech under appearances and an ISO inspection report under old business.

The minutes from the previous meeting were approved as corrected on a motion by Commissioner Thomas, seconded by Commissioner Braddy.  Motion carried.

Robert Wheeler presented the Board with a copy of the City of Ailey’s Animal Control Ordinance.  The Board postponed any decision until they could study the ordinance and discuss it at next month’s meeting.

Pam Memory appeared before the Board with a request for a variance on a 1983 mobile home her son wants to move into the county.  Ms. Memory’s request was denied.

Lee Malan of Secure Tech appeared before the Board to demonstrate a panic button system for the Courthouse and other county offices.  The Board will talk with the sheriff before making any decision on this.  The cost will depend on how many buttons and repeaters are needed.  The sheriff has the quotes on this system.

Johnny Clifton, Director of Economic Development reported that he had one new prospect this past month and a retail prospect.  Mr. Clifton reported on meetings he had attended and reminded the Board of the Commissioner’s Dinner on May 3 in Statesboro.

Chairman Truett told the Board that they have scheduled a meeting with the Development Authority on April 26 at 12:00 noon.

Bill Mitchell, Director of Toombs Montgomery Chamber of Commerce reminded the Board that the Lt. Governor will be at the Commissioner’s Dinner.  Mr. Mitchell informed the Board of two ribbon cuttings; Williams Administrative Services at DVA on Thursday, April 5th  at 5:00 and Vidalia Army Recruiting Center on Friday, April 13th  at 10:00 am.  Mr. Mitchell also reminded the Board of Showcasing Toombs-Montgomery on Friday, May 4th at the Vidalia Community Center.

Administrator Curry informed the Board that all roads had been graded and they were starting to dig the ditches and 364 hours had been put on the machines.  On a motion by Commissioner Smith, seconded by Commissioner Burns the Board adopted the Private Property Work Resolution.  Motion carried.

No information could be located on the Emergency Reimbursement Services so this was postponed until next month.

The Board reviewed the compiling proposal from Whitfield & Butler.  Commissioner Smith made a motion to explore how the collection of probation fines works.  Motion died due to lack of a second.  On a motion by Commissioner Braddy, seconded by Commissioner Thomas the Board accepted the proposal from Whitfield & Butler for compiling the 2007 special funds.  Motion carried.  The Board will set up a meeting with all the offices, the auditor, Whitfield & Butler and the company that handles the collections of fines to get a better understanding of how this works.

The Board discussed the jail issue and Chairman Truett informed Commissioner Smith on what happened at the called meeting on March 22nd.
 
Commissioner Smith and the County Services Coordinator told the Board that the fire departments were ready for the ISO inspection but it had been postponed because the inspector has had an accident.

On a motion by Commissioner Thomas, seconded by Commissioner Smith the Board agreed with the Board of Assessors decision on the company that will perform the personal property re-val.  Motion carried.  The cost of the personal property re-val is $40,975.00.  The company is Traylor Business Services, Inc. from Kennesaw.

On a motion by Commissioner Braddy, seconded by Commissioner Burns the Board adopted the 2007 Special Funds Budget.  Motion carried.

The Board adopted the re-val loan resolution on a motion by Commissioner Thomas, seconded by Commissioner Braddy.  Motion carried.

The Board agreed for the recycling centers to close on Easter Sunday on a motion by Commissioner Smith, seconded by Commissioner Thomas.  Motion carried.

On a motion by Commissioner Braddy, seconded by Commissioner Smith the Board went into Executive Session to discuss personnel and legal issues.  Motion carried.

On a motion by Commissioner Braddy, seconded by Commissioner Smith the Board came out of Executive Session.  Motion carried.

There being no further business the meeting was adjourned on a motion by Commissioner Braddy seconded by Commissioner Thomas.  Motion carried.

 

WORK SESSION
April 26, 2007


The Montgomery County Board of Commissioners held a work session with the Montgomery County Development Authority during the Development Authority’s quarterly meeting on Thursday, April 26, 2007.  The purpose of the work session was to discuss business & retail in the County.

Members present were Brandon Braddy, Mark Burns, Charles Truett, and Ronnie Smith.  Commissioner Thomas was in Waycross fighting the wildfires in that area.

The Board and Authority discussed ways to go about getting retail business into the county.

A meeting will be set up with the Board of Commissioners, Development Authority, and the Cities Elected Officials to discuss ways that can bring retail into the county and cities.
