MONTGOMERY COUNTY BOARD OF COMMISSIONERS REGULAR MEETING DECEMBER 5, 2006 The Montgomery County Board of Commissioners held their regular meeting on Tuesday, December 5, 2006 at 9:00 am. Members present were Brandon Braddy, Mark Burns, Clarence Thomas, Charles Truett, and Ronnie Smith. The meeting was called to order by Chairman Truett. Invocation was led by Commissioner Thomas followed by the pledge to the flag. The agenda was amended to include Lonnie Samples and Laura Braddy on appearances on a motion by Commissioner Burns, seconded by Commissioner Smith. Motion carried. Chairman Truett and Vice-Chairman Braddy presented Tax Commissioner Loretta Lane with a certificate of appreciation and a gift card to Red Lobster for the high quality and services demonstrated by Ms. Lane. In 2006 she collected over 4450,000.00 in delinquent taxes. The minutes from the previous meeting were approved on a motion by Commissioner Smith, seconded by Commissioner Braddy. Motion carried. Appearing before the Board was Lonnie Samples who wants a road cut through from Petross Road to Highway 130 for a new subdivision. The Board informed Mr. Samples that the County is not in the road building business. Mr. Samples said he could build the road. This will be looked into for the next meeting. Lora Braddy requested a mobile home variance on a 1989 model. The Board denied this request. Johnny Clifton reported on one current business looking to expand and of meetings he had attended and upcoming events. Administrator Curry reported that all roads had been scraped and there were 273 hours on the machines. In old business, Administrator Curry said he had been given two different opinions on the size of AC the Library needed. Mr. Curry will get an opinion from Georgia Power. On the jail issue, Mr. Ingram quoted a 3.3 million estimate for a private contractor to build the jail. Mr. Ingram will get the plans to DOC they can give an estimate. The Board adopted a resolution to add 10% to all fines, which Sheriff Sanders said was already in place, on a motion by Commissioner Burns, seconded by Commissioner Braddy. Motion carried. On a motion by Commissioner Smith, seconded by Commissioner Braddy the Board agreed to pay the Board of Assessors $100.00 per day for out of town training. Motion carried. On a motion by Commissioner Smith, seconded by Commissioner Braddy the Board agreed to send another letter to the Forestry Commission Director expressing concerns about moving the Forestry Unit. Motion carried. Commissioner Thomas abstained. On a motion by Commissioner Smith, seconded by Commissioner Thomas the Board approved plans for a new subdivision named Rocky Bottom which was presented by Mike Salem and Jay Tapley. The Board approved the 2007 Holiday Schedule A public hearing will be held on December 29 at 9:00 on the 2007 Budget. On a motion by Commissioner Braddy, seconded by Commissioner Smith, David Curry’s name was added to the check signing card for the Head Start Grant. Motion carried. On a motion by Commissioner Thomas, seconded by Commissioner Smith the recycling center’s holiday schedule was approved. The centers will close on New Year’s Day, Thanksgiving Day, and Christmas Day. Motion carried. The Board discussed a noise and trash ordinance. The Commissioners will review the trash ordinance the county already has. In Commissioner’s Comments, Commissioner Smith informed the Board of a fire meeting Sunday, December 10 at 2:00 pm at the Mt. Vernon Community Center. On a motion by Commissioner Thomas, seconded by Commissioner Smith the Board went into Executive Session. Motion carried. On a motion by Commissioner Smith, seconded by Commissioner Braddy the Board came out of Executive Session. Motion carried. On a motion by Commissioner Braddy, seconded by Commissioner Smith the Board approved the United Way Contract. Motion carried. On a motion by Commissioner Thomas, seconded by Commissioner Braddy the Board approved the payment of an invoice from McCormick Consulting. Motion carried. The Commissioners donated money to put an ad in the FFA hog show. On a motion by Commissioner Braddy, seconded by Commissioner Thomas the Board approved a Christmas bonus for the employees to be given on December 15. Motion carried. On a motion by Commissioner Braddy, seconded by Commissioner Smith the Board went back into Executive Session. Motion carried. On a motion by Commissioner Braddy, seconded by Commissioner Smith the Board came out of Executive Session. Motion carried. There being no further business, the meeting was adjourned on a motion by Commissioner Burns, seconded by Commissioner Thomas. Motion carried. PUBLIC HEARING DECEMBER 29, 2006 The Montgomery County Board of Commissioners held a public hearing on the 2007 budget on December 29, 2006 at 9:00 am. Members present were Charles Truett and Bandon Braddy. No one attended the hearing. |
