Joe is retired from the Georgia DOT with 37 years of service as assistant area engineer with the department.

Joe has been Montgomery County Coroner since 1997.

Joe attended Montgomery County High School, Brewton Parker College, and the Hoke Smith Techniical School.

Joe is married to Sharon Harrison Strickland. They have one son, Dr. J. Stacy Strickland.

Joe is a member of the College Hill Baptist Church.
