MONTGOMERY COUNTY BOARD OF COMMISSIONERS

REGUALR MEETING

DECEMBER 2, 2008

 

The Montgomery County Board of Commissioners held their regular meeting on Tuesday, December 2, 2008 at 9:00am.  Members present were Brandon Braddy, Mark Burns, Charles Truett, and Ronnie Smith.  Commissioner Thomas not present due to training.

Chairman Truett called the meeting to order.

Invocation was led by Commissioner Braddy, followed by the pledge to the flag.

The agenda was amended to remove Sharon Strickland from appearances; add inmate medical insurance under old business; and add tax petition under new business on a motion by Commissioner Braddy, seconded by Commissioner Smith.  Motion carried.

The minutes were approved as corrected on a motion by Commissioner Smith, seconded by Commissioner Burns.  Motion carried.

Appearing before the Board was David Cavalier of Allied Metal Recycling in Metter.  Mr. Cavalier explained his company and how it recycled metal and preformed demolition jobs.  The commissioners made no decision but will recommend this to the next Board for consideration.

Mrs. Anice McArthur appeared before the Board to ask if she could see if the old jail can be placed on the National Historical Register.  On a motion by Commissioner Smith, seconded by Commissioner Burns the Board agreed to let Mrs. McArthur pursue this.  Motion carried.

Robert Wheeler gave an update on the website.

Joe Filippone, Director of Economic Development reported that they were progressing with the East Georgia Health Clinic.

Debbie Evans reported on the Toombs-Montgomery Chamber’s activities.

David Curry reported that 280 hours had been put on the graders.  The pull behind grader is here and we are still waiting on the tractor.  The Christmas Dinner will be on December 23rd.

There was no conference call on the jail today.

On a motion by Commissioner Smith, seconded by Commissioner Braddy the Board agreed for the Chairman to sign the inmate medical insurance contract with Blue Cross Blue Shield through ACCG.  Motion carried.  Administrator Curry will check to be sure if we will pay 8% or 13% of the processing cost.

On a motion by Commissioner Smith, seconded by Commissioner Braddy the Board adopted the 2009 Holiday Schedule.  Motion carried.

On a motion by Commissioner Burns, seconded by Commissioner Braddy the Board adopted the 2009 Recycling Centers Holiday Schedule.  Motion carried.

After reviewing a tax petition from Jerry Powell the Board took no action.

On a motion by Commissioner Burns, seconded by Commissioner Braddy the Board agreed to give employees a Christmas Bonus equaling one weeks pay.  Motion carried.

On a motion by Commissioner Smith, seconded by Commissioner Braddy the Board went into Executive Session.  Motion carried.

On a motion by Commissioner Braddy, seconded by Commissioner Burns the Board came out of Executive Session.  Motion carried.

No action was taken as a result of Executive Session.

There being no further business, the meeting was adjourned o a motion by Commissioner Burns, seconded by Commissioner Braddy.  Motion carried.

CALLED METING

DECEMBER 9, 2008

The Montgomery County Board of Commissioners held a called meeting on December 9, 2008 at 2:00 pm.  The purpose of the meeting was to open bids for the courthouse roof repairing.  Members present were Mark Burns, Charles Truett, and Ronnie Smith.

Mike Parker of SP Designs, architect for the courthouse roof repair, opened the bids.

They were as follows:

Metalcraft                                 Base bid – Copper option - $ 549,700.00

                                                                  Refinish option -    16,700.00

                                                                  Coated copper -      58,910.00

                                                                  Replace rotten wood – 8.50 per square foot

 

L.E. Shwartz & Sons               Base bid – Copper option - $ 957,701.00 

                                                                   Refinish option -    59,795.00

                                                                   Coated copper -      13,028.00

                                                                   Replace rotten wood – 8.00 per square foot

 

Skyline Construction              Base bid – Copper option -   $ 371,520.00

                                                                  Refinish option -        6,000.00

                                                                  Coated copper -        21,600.00

                                                                  Replace rotten wood – 9.00 per square foot

 

Commissioner Smith made a motion, seconded by Commissioner Burns to recommend Skyline Construction’s bid to the new Board. Motion carried.

The Board told Administrator Curry to proceed with obtaining interest rates from the banks for the financing of the roof repair.

The Board also discussed the City of Higgston moving its city limits and zoning property on the 280 east corridor in Higgston as commercial but still have it be taxed as agricultural.  It will be taxed as commercial when it is sold for commercial use. The Board will have to discuss the zoning tax with the Board of Assessors.
