MONTGOMERY COUNTY BOARD OF COMMISSIONERS

CALLED MEETING

OCTOBER 2, 2008

 

The Montgomery County Board of Commissioners held a called meeting on Thursday, October 2, 2008 at 5:30 pm.  The purpose of the meeting was to discuss the courthouse roof and clock tower repair, the 2008 and 2009 Budgets, and health insurance.

Members present were Brandon Braddy, Mark Burns, Clarence Thomas, and Charles Truett.

Chairman Truett called the meeting to order.

Mike Parker of SP Design Group from Macon talked to the Board about the courthouse roof and clock tower repair.  Mr. Parker presented the Board with some options and recommendations.   One of the options was having the dome covered with copper.  This copper can be covered with a white coating.  The Board will set up a meeting on October 10 at 9:00 am with local historically concerned citizens to see what their opinions are and if they have any questions.

The Board discussed amending the 2008 budget.  There needs to be a $96,003.00 adjustment for the budget to balance.  On a motion by Commissioner Braddy, seconded by Commissioner Burns the Board agreed to amend the Budget to reflect these adjustments.  Motion carried.

The Board reviewed the proposed 2009 Budget.

The Board reviewed a health insurance proposal from Principal Life which was quoted to be $140.92 less per person than the Blue Cross Blue Shield of Ga. the County has now.  Administrator Curry will have Principal Life to do the underwriting to see what the actual rate will be before any decision is made.

There being no further business, the meeting was adjourned on a motion by Commissioner Braddy, seconded by Commissioner Thomas.  Motion carried.

 

MONTGOMERY COUNTY BOARD OF COMMISSIONERS

REGULAR MEETING

OCTOBER 7, 2008

The Montgomery County Board of Commissioners held their regular meeting on Tuesday, October 7, 2008 at 9:00 am.  Members present were Brandon Braddy, Mark Burns, Clarence Thomas, Charles Truett, and Ronnie Smith.

The agenda was amended to remove the closing of Stacy Road and to add the 2009 budget to new business on a motion by Commissioner Burns, seconded by Commissioner Smith.  Motion carried.

The minutes were approved as amended on a motion by Commissioner Smith, seconded by Commissioner Braddy.  Motion carried.

Appearing before the Board was County Agent Shane Curry.  Mr. Curry informed the Board that October was national 4-H month and expressed appreciation for the Board’s support.  The 4-H also will provide lunch for the commissioners today.

May Warnock, representing some of the citizens of Tarrytown, appeared before the Board with concerns about rumors of a fire station being built in Tarrytown.  Ms. Warnock wanted to know that if the county built the fire station, who would be responsible for purchasing the land, paying the utilities and upkeep on the building.  After the Board explained that the fire chiefs agreed that Tarrytown needed a station worse than anything else and the funds would come from some of the County’s portions of the insurance premium rollback and SPLOST, maybe Tarrytown could pay the utilities.  The money is being offered but if Tarrytown does not want it, then it can be put to use somewhere else.  Commissioner Smith and County Services Coordinator John Neff will attend the next city council meeting to further explain this.

Mel Kelly, EMS director gave a report. 

Becky Moon of Toombs-Montgomery Chamber gave a report on the Chamber’s activities.

Administrator Curry reported that 267 hours had been put on the machines and that all the grass had been cut once and they had started back around.  The new grader is here and in service.

Administrator Curry gave the Board quotes on a new tractor.  A John Deere from Blanchard Equipment for $45,719.00; a New Holland from Emanuel Tractor for $54,000.00; and a Kubota from Emanuel Tractor for $48,500.00.  The John Deere has a 5 year payment plan with 5 ¾ % interest – 5 annual payments of $10,231.12.  On a motion by Commissioner Thomas, seconded by Commissioner Burns the Board agreed to purchase the John Deere on the payment plan.  Motion carried.

The Board discussed the Southland Drive detour.  Massie McIntyre wants the agreement included in the minutes.  County Attorney said we need a deed for easement for the detour.  Commissioner Smith made a motion, seconded by Commissioner Burns to proceed with making this legal.  Motion carried.

Joe Filipone, Director of Economic Development reported to the Board that they are working on the detention center.  He received a request from Dollar General for the possible purchase of about 2 acres of the southwest road frontage portion in the Ailey site.  This site is jointly owned with Toombs County.  On a motion by Commissioner Smith, seconded by Commissioner Thomas the Board agreed for Mr. Filippone to run this by Toombs County.  Motion carried.

Commissioner Braddy reported on the jail. The bond company Bergeron Capital is still waiting for credit markets to begin lending.

The Board was given a copy of the proposed 2009 budget to review for possible adoption next month.

Middle Georgia Community Mental Health is applying for a VA Homeless Providers Grant and asked for the Boards support.  They provided 3 sample support letters.  On a motion by Commissioner Smith, seconded by Commissioner Thomas the Board agreed to send support letter number 3.  Motion carried.

John Neff reported that the Forestry Commission has some trucks that are coming out of service and the county can receive on loan a 1988 International chassis with 23,000 miles.  We can put the equipment on this chassis to make a 2,500 gallon pumper.  The west and southern areas of the county does not have a large tanker.  This would also give us credit for another class A pumper in the county.  This tanker can be stationed at the prison or in Uvalda.  The cost of this project is $32,163.65.  The payment would not be due until around next spring.  Commissioner Smith made a motion, seconded by Commissioner Burns that based on the recommendation of the fire chiefs and fire coordinator we purchase this chassis as the first payment out of the SPLOST funds for fire.  Motion carried.  Commissioner Thomas abstained.

In comments, Chairman Truett reviewed a proposal from eproviders from Dublin for the true cost evaluation of cell towers in the county for tax purposes. This would cost $1,000.00 per wireless carrier and $1,000.00 per tower.  After discussion the Board declined this proposal.

The county is still waiting on the radio communications license from the FCC.

Commissioner Smith reviewed a recent inmate medical bill and his opinion is that it is excessively high.

On a motion by Commissioner Braddy, seconded by Commissioner Smith the Board agreed to authorize the chairman to open a new SPLOST account.

Mr. Filippone invited the Commissioners to the ground breaking for the new Southeast Georgia Health Care Clinic on Monday October 13, at 10:00 am.

Chairman Truett reminded everyone of the public hearing at 11:45 today.

There being no further business, the meeting was adjourned on a motion by Commissioner Braddy, seconded by Commissioner Thomas.  Motion carried.

 

MONTGOMERY COUNTY BOARD OF COMMISSIONERS

PUBLIC HEARING

OCTOBER 7, 2008

 

The Montgomery County Board of Commissioner held a public hearing on Tuesday, October 7, 2008 at 11:45 am.  The hearing was to discuss the closing of a portion of Stacy Road. 

Members present were Brandon Braddy, Mark Burns, Clarence Thomas, and Charles Truett.

Ms. Vicki Turner and Ms. Judy Wilkes were present to oppose the closing of the road.  They stated that the road has been there forever and is in good condition.   They stated that this will bring down the value of their property. They also stated that even though the fire department will have a key to the gate that closes the road, a fire could have traveled to her property by the time the gate gets opened.  Ms. Wilkes said she plans to build on their property on this road and she did not want a turn around spot near her home.

Commissioner Braddy made a motion to close the designated portion of Stacy Road.  There being no second the motion died.

The hearing ended at this time.

 

MONTGOMERY COUNTY BOARD OF COMMISSIONERS

CALLED MEETING

OCTOBER 13, 2008

 

The Montgomery County Board of Commissioners held a called meeting on Monday, October 13, 2008 at 12:15 pm.  The purpose of the meeting was to discuss repairs for the courthouse roof and clock tower.  Members present were Brandon Braddy, Clarence Thomas, Charles Truett, and Ronnie Smith.

Mike Parker of SP Design Group reviewed the following three options for repairing the courthouse roof:

  1. Repair damaged metal on clock tower and coat with elastomeric coating, replace shingle roofing area with architectural shingles and replace low sloped roofing with modified bituminous system. Estimated cost $250,000.00.
  2. Replace metal cladding on clock tower with a 26 gauge galvanized paint grip metal, replace shingle roofing area with architectural shingles and replace low sloped roofing with modified bituminous system.  Estimated cost $350,000.00
  3. Replace metal cladding on clock on tower with copper or coated copper, replace shingle roofing area with architectural shingle and replace low sloped roofing with modified bituminous system.  Estimated cost $450,000.00.

Option 3 will provide the best long term solution and the price of copper is down right now.

On a motion by Commissioner Smith, seconded by Commissioner Thomas the Board agreed to exclude option 1, proceed with getting bids on 2 and 3, to see what is the best value comparing the current cost to the long term value of 2 and 3 when we get some hard bids and to get the opinions of other citizens.

There being no further business, the meeting was adjourned on a motion by Commissioner Smith, seconded by Commissioner Braddy.  Motion carried.

The Montgomery County Board of Commissioners held a public hearing on the 2009 Budget on Tuesday, October 28, 2008. 

Member present was Charles Truett.

No one attended the public hearing.
